I have an Indian driver's license and also an international driver's license. Will the insurance cost be less if I have a driver's license in U.S?

Without getting a US driver's license it will be difficult to find auto insurance and if you do find it, it would be with a specialty company and thus be costly. To get insurance with most US car insurance carriers you will need to obtain a US license within about 30 days of the inception of your policy or it will be canceled since your ratings are partially based on your US motor vehicle record (MVR). Though you have an Indian license US insurers cannot verify your driving record from India so require you get a license in the US and state a driving record here.

One of the biggest factors auto insurers use to determine your premium is your driving record. Other factors considered might include your age, where you live, and how many miles you drive each year. Since you do not have a driving record in the US, your premiums will be higher because the insurance company has no record of how you drive here. Once you drive in the US for a few years and establish a safe record, your rates should go down.
