Insurance premiums are based on many factors including the people that will be driving the car. It is not based on the name of the policy holder. In other words, the price would not be any different if your insurance policy was in some one else's name as you would still be listed as a driver on that policy. In addition, the named insured (or policy holder) should be the same as the registered owner of that vehicle. Whomever's name the car will be registered in should purchase the insurance policy.
If you want to buy a car and insure you should do so in your own name so will need to obtain a US driver's license. Contact the Department of Motor Vehicles in the state you will be living to find out how to obtain a license and what is required of you to register and title a car in your name.
