In Pennsylvania, you can obtain a learner's permit at the age of 16. Any individual under the age of 18 must get the consent of a parent, guardian or spouse age 18 or older to get a driver's license. Typically if you are old enough to have a driver's license or own a car you can buy an auto insurance policy. If you are a minor, your parent or guardian will usually have to sign on the insurance contract with you though. A car might be able to be insured under two different policies under certain circumstances.
